The function sends a file for transport.

- a short description of the file - for example, a scan of the contract for transport

- content of file encoded Base 64
Example of use in PHP:

$encoded=base64_encode($file);
... calling _sendRouteFile - int IdRoute
- route Id
Return value
int
1 - OK
-1 - user not logged in
-2 - user does not have user right
-3 - file not saved
